SVU and FBI investigation lead to two arrests for sex crimes against children

Two Jacksonville men were arrested on charges of sexually related crimes against children in two separate incidences. The FBI and OCSO SVU collaborated in this effort.

Two Onslow County men have been arrested on criminal charges for child pornography and taking indecent liberties with minors, in two separate incidences on the same day.

Tuesday, July, 9, 2019, the Onslow County Sheriff’s Office SVU (Special Victim’s Unit) assisted the FBI (Federal Bureau of Investigation, Sexual Exploitation Task Force in an investigation and execution of a search warrant at the home of Matthew James Jones.

As a result of the search warrants execution, the seizure of computer devices that contained numerous pornographic digital photographs and video footage of minor children. The investigation, as well as examination of forensic evidence seized is still on-going.

Jones, 55-years-old of Stillwood Circle in Jacksonville, was taken into custody without incident. He was taken before a magistrate where he was charged on a total of  (8) counts:

  • (4) Counts Second Degree Sexual Exploitation of a Minor
  • (4) Counts Third Degree Sexual Exploitation of a Minor

UPDATE: (3:22pm)- The Onslow Beat received a tip that Matthew James Jones is employed by the Family Dollar store located at 8699 Richlands Highway, 28574, NC as the Head Store Manager. Freelance Reporter to The Onslow Beat, Bonnie Roman reached out for a statement from staff at the Richlands Family Dollar location. The staff member said, “We are on strict orders from corporate not to discuss this matter.” The staff member did also say, “We are all in shock.”

Bonnie asked additional questions in light of public concern.

Are there hidden cameras in the store restroom? What about use of the store computer?
She was informed that the store does not have Wi-Fi and the only computer in the store is for corporate operations, like inventory tracking and store applications. So from this, nothing in the store could be seized and there are no hidden cameras in the store restroom.

The NCDPS shows no history of priors.

Bond for Jones $10,000 secured.

In the second, unrelated arrest on Tuesday,  July 9, 2019, deputies responded to a domestic call regarding argument between a female caller and her boyfriend.

OCSO Deputies learned that the boyfriend, Robert Daniel Wagner had inappropriately touched and photographed children known to him. Wagner, 33-years-old of Avon Drive in Hubert was arrested on-site, taken before a magistrate and charged with (2) two charges:

  • (1) Count Third Degree Sexual Exploitation of a Minor
  • (1) Count Indecent Liberties with a Child.

This investigation and the forensic examination of the evidence seized in relation to this arrest is still ongoing.

Holly Ridge man arrested in a child pornography investigation involving a 5 year old child

Halbeisen, 31-years-old of Sages Ridge Drive in Holly Ridge, was taken into custody and charged with one count of Indecent Liberties with a Child. Additional charges are anticipated as the investigation into Halbeisen’s activities continues.

A man has been arrested for sharing pornographic images of a young child on the internet.

Tuesday, July 2, 2019, the Onslow County Sheriff’s Office Internet Crimes Against Children (ICAC) detectives assisted Homeland Security Investigations (HIS) with an investigation regarding child pornography discovered on an image sharing website.

The investigation revealed that Aaron Scott Halbeisen photographed and shared sexually suggestive images online of a 5-year-old female.

Halbeisen, 31-years-old of Sages Ridge Drive in Holly Ridge, was taken into custody and charged with one count of Indecent Liberties with a Child.  Additional charges are anticipated as the investigation into Halbeisen’s activities continues.

 

Halbeisen is being held at the Onslow County Jail, under a $20,000 secured bond.

Scotland County man arrested on multiple child exploitation charges for child pornography

55-year-old Scotland Co. man, Theodore Chavis was arrested after a search warrant was executed after several complaints received regarding alleged child exploitation. Theodore may go by Teddy or Ted.

(SCOTLAND CO., NC-)- On Saturday, April 13, 2019, the Scotland County Sheriff’s Office, Criminal Investigative Division, executed a search warrant at, 1802 Anita Drive, Laurinburg, NC, in reference to several complaints received regarding alleged child exploitation. The sheriff’s office also received a search warrant for 21640 Bunch Road, Laurel Hill, NC in reference to this complaint.

Theodore William Chavis, age 55. (SCOTLAND CO PD) Also possibly known as Teddy Chavis. Chavis was arrested on charges of receiving, soliciting, and storing child pornography in his Laurinburg home.

Upon executing the search warrant, the sheriff’s office criminal investigators seized a number of electronic devices, media storage devices, and a number of firearms including assault rifles.

The Scotland County Sheriff’s Office, Criminal Investigative Division, arrested Theodore William Chavis, 55, for (2) counts of Second Degree Child Exploitation and (1) count of Third Degree Child Exploitation, regarding the solicitation, receiving and storage of child pornographic materials. Chavis received a secured $250,000 bond and is scheduled to be in court, Monday, April 15, 2019.

This investigation remains ongoing at this time.

There are no prior criminal recordings available for Chavis in the NCDPS database.

Sneads Ferry couple sentenced to 31 to 47 years for rape of a child and exploitation

On March 4, 2019 in Onslow Superior Court, Matthew Maynard and Diane McCracken Maynard each pled guilty to one count of rape of a child and one count of 1st degree sexual exploitation of a minor. Judge Phyllis Gorham of New Hanover County sentenced each of these co-defendants to consecutive sentences of a minimum of 300 months (25Y) and a maximum of 420 months (35Y) and a minimum of 73 months (6Y) and a maximum of 148 months  (12Y) active sentences in the North Carolina Department of Adult Correction. These sentences total a minimum of  31 years and maximum of 47 years each.

 

 

The evidence showed that on Jan. 27, 2018, the Onslow County Sheriff’s Office was contacted regarding a pornographic video that had been found saved on a common drive for internet storage through the Google web service. The video, approximately 8 minutes in length, was filmed using a cellular telephone camera and depicted the co-defendants engaging in sexual acts, including both vaginal and oral intercourse, with two children under the age of 13-years-old. Original reports stated that the child victims were “known to” the couple.

Matthew Maynard was represented by Attorney Timothy Oswalt, and Diane McCracken Maynard was represented by Attorney Stuart Popkin. The State was represented by Assistant District Attorney Kaelyn Avery.

DA Ernie Lee stated in a press release,

“This office appreciates the thorough investigation of the Onslow County Sheriff’s Office. These are the type of offenses that shock the conscience and this office places a substantial amount of resources in prosecuting these crimes. ADA Kaelyn Avery did a very good job in preparing the case.”

Both parties, Matthew and Diane, each age 34 and residents of Old Folkstone Road, Sneads Ferry, NC were both arrested originally in Jan. 2018 and charged individually with:

  • (2) Counts First Degree Sexual Exploitation of a Minor- Felony
  • (2) Counts Statutory Rape of a Child by an Adult- Felony
